return value of X coordinate and Y coordinate?

Hi!

Iam making this sheet with rates, and I want a cell to return the value of a given X and Y coordinate.

Below is link to a picture of my sheet so you can see what I mean:

Red cell (14) is X-value
White cell (175) is Y-value

Green cell is the value i want returned in a new cell (blue cell)

How can I do this ?
