count the number of staff members and the number of clients

The main thing I'm trying to figure out is that I'm trying to count the number of staff members and the number of clients that are in a restraint (see data summary) from the Raw Data. There will be times that a client or a staff member may be in several restraints (in other words, we would count that staff / client once)

Finally, I want monthly summaries, quarterly summaries, and yearly summaries
