Auto Number

Is there any way in Excel to have an autonumber (number +1) inserted upon opening a saved spreadsheet? We have created an excel spreadsheet Proposal Template in Excel and each proposal needs to have its own unique number. The template will be utilized by multiple users and saved as a new spreadsheet once the values are inputted.

Additionally, is there a way that the autonumber will be automatically transferred to a separate excel file. The other file will be a list of all proposals and their numbers.
