vlookup alternative for identical multiple values

I have a problem with vlookup function, if it finds a result id dosent search further for other results. I need some sort of function that could reorganize my initial table in a new sheet by apartament/month payed and type of payment received.
Sorry for the lack of details, i am not so skilled in english, but i've added the xls and maybe you could figure it out.

Why not use a pivot table - see sheet 3 attached
