Lookup issue.

Hello everyone. I thank you in advance for your help.

I have attached a zip sheet with the example of the issue I'm having.

I'm trying to perform a lookup. The formula is listed below:

=vlookup(F2,$B$1:$D$8,3) 


I want to return the % from column D into cell F3 depending on the value in F3. What am I doing wrong? I'm looking on the forums right now trying to find the piece of the puzzle I'm missing. Any thoughts are most welcome.
