How to navigate with arrows in protected spreadsheets

After unlocking the cells necessary to let my users enter their data, and after protecting the worksheet, my users complain that they can not use the arrows to navigate in the spreadsheet and that they are restricted to the use of the mouse. What should I do?

What version of excel are you running? I know in 2002 when you try to protect, there is a list of options, one of which is "Select Locked Cells"
