How would I write the formula?

In cell a1 I place a date any date let’s say 2/10/08
In cell a2 is a number let’s say 1000
Cell a3 will be the answer
Since 2/10/08 falls in the 1st quarter this quarter it does not count.
Neither does the 2nd quarter. Starting with the 3rd quarter start calculating cell a2 by the quarter!
By these percent points, Starting with .005 and raising another .005 each quarter till it reaches .03 percent.
Not raising any higher till I change the .03 higher.
