Problem with save xls into csv

Hi,

i have problem on exporting xls file into csv. some row has missing last column on csv file.

i have attach the xls file in this thread also

so if save this xls file into csv file, some row has missing last column in csv file.
for example line 17 until last line.

my question is what is making excel miss last column when saving it into csv file?
