Q?: another IF situation problem

My situation here:

column AB3:JUDGEMENT
column AE13: ACTUAL EXPENSES

I want to put some judgement at AB3 according to my input in AE13:

not more than AE13, example 1600: GOOD
equals and little greater than AE13, example 1940:NO GOOD
more than AE13, example 2000:BAD
so greater than AE13, example 2300:TOO BAD

Q: what function should i put in AB3?

I compare actual expenses with TOTAL PROJECT COST AE12.
