Centering data on the upper portion of a page and lower portion

Try to using header and footer that are adjusted in page setup (File \ Page setup .. select tab Header/ Footer )

also, you can make rows repeat at header of the page (File \ Page setup .. select tab Sheets --> Rows to repeat at top )
