Pie chart with embedded information

I need to make a chart that shows the following information:

Issue 1: XXX
Company 1 Rating:1
Company 5 Rating:10
Company 3 Rating:8

Issue 2: XXX
Company 4 Rating:5
Company 2 Rating:2
Company 1 Rating:7

Issue 3: XXX
Company 1 Rating:8
Company 4 Rating:3
Company 5 Rating:5


Is there a way to have a pie chart that outlines the major issues and then inside each sliver of the pie the companies with that issue can be pointed out but also their rating.... for example if the company has a higher rating for that issue it would have a dot or whatever closer to the middle of the pie and if it is a smaller rating it would be further to the outside of the pie piece?

I don't think you will be able to get the points to show as well as a 3rd chart type can not be included in the combination.
Also the chart will get difficult to read. You might be better off with bar charts
