Color changing

Hi, I am trying to have a row change colors based on a certin cell value
I.E if the one Cell is greater then x then the Row 2 changed red.

In the file you can see the "Time Now" will update automaticly and there is a user defined entry of time depicting what time the case was done.. the text thats read is the "Hidden" text and it help me get a value to determine the time differnece between the The "Time now" and the User defined time. at some point the differnce will be greater then 3 hours that is when i want the row to change from white to red.

also once thats in effect i want i want the first rule to be ignored once the case is complete.
And thoughts?

My thought is that that's a pretty cryptic description of whatever it is you want to do.
