    Conditional Formatting using Icon Sets

    I am trying to set the following conditions using the 3 round circles green yellow and red.
    I want:

    GREEN if cell value >= -5%
    YELLOW if cell value <-5% and > -10%
    REDif cell value <= -10%

    I don't seem to be able to set the last criteria for red.
    What I do have set tells me I am overlapping.
    Any help would be appreciated

    I am not able to put this criteria into the attached spreadsheet.

    As it says in the help

    Format a percentage Select Percent.
    Valid values are from 0 to 100. Do not enter a percent sign.
    To get around that you Number instead
