    Thick Top Border

How do I draw a thick or double line border across
a row of cells at the top of the cells not the bottom?

The toolbar offers an option to put a double line or thick
border at the bottom of a row of cells but not at the
    top.

Thanks in advance for the help.

Go to Format|Cells and then Border Tab...
Where there is a will there are many ways.
