ISNA VLOOKUP Formula Error

I'm using the following formula in Cell D6:

The problem is that if B6 is blank, it returns #N/A in Cell D6. I want D6 to be blank if B6 is blank.

I tried insertin

after the first

and I got an error message--too many arguments for this function.

I can't use the previously used shorter formulas because of number/text format conflict:

It would be best if you could make the two consistent by changing either format to match the other...
