I have two values 8.00 and 4.16 which are hours and min. I need to substract them but excel is couting them as number not time.

Assuming values were in say A1:A3, one way:
=DOLLARFR(SUMPRODUCT(INT(A1:A3)+(MOD(A1:A3,1)/0.6)),60)
