    How do I lock format of a worksheet but allow for data entry

    Is there a way to create a worksheet that cannot be altered in terms of adding or deleting rows or columns but allow data entry in any/all cells?

    In this situation I would select all and unlock all cells (right click > format > protection), than I'd use protect sheet command on tools menu.
