Print / Save to PDF - Formating / Locations change

I am creating a summary reporting template and after getting all the functions working - they wanted to make it 'sexier' (i kid you not...... its budgets .. how **** can that be..)

    Anyways....

I have created a background image - which I have placed in the Header - so that it will then appear when printing - I have created the image to fit in the width and height dimensions of the usable area (26.14cm x 19.48cm) (including header and footer) [A4]

However when I go to print preview / print / save to pdf - it stretches and crops the image / and then also seems to screw up all the cell size structures I have put in place - you can see the excel file attached.

    What am I doing wrong?

    (PS Data is dummy data)

is there things like padding, or min / max values for column widths when you go to print things?
