Excel 2007 : Excel 2007 Image Control problem

I am using a spreadsheet in which I have an image control that allows a user to add an image to a range of cells. In my old excel (2003) it used to add the image no problem on top of the grey box that is the control. In the 2007 version of excel that is now installed on my computer, when I add the image it is placed behind the grey box that is the image control. I tried to send the control to back, and tried to bring the image to the front and neither way works. Is there a bug that will not let this work in 2007, or is there something I am doing incorrectly? Any help would be greatly appreciated. Thank-you.
