Excel 2007 : xl2007 file saved with xl2003: activecontrols disappear

There is a file working OK in xl2007 (Home and Student) that has some ActiveControls on it: CommandButtons, spin buttons and a label on a worksheet.
The file is supposed to be sent to recipients who have xl2003 and they save it as an Excel workbook.
Opening the file surprise hits: all the active controls are transferred to picture images....
e.g.: CommandButton1 was an ActiveX button, no it becomes a picture image that is called as 'CommandButton1'.

On opening the file I get an error message that I have attached, informing that:
'Uninitialized ActiveX controls will not be opened with this version of Excel.'

Any chance I can initialize the ActiveX controls by VBA on the event the file is opened in xl2003 ?

Save the file, from xl2007, as an 97-03 compatible file.
