I tried searching on this topic but I didn't find an answer.

I have to send out many different Excel files to different people. I turn on Track Changes and share the workbook before I send it out. The users that I send the files to are suppose to save the, make their changes and return the file to me. I open the file when they return it and click on Track Changes to see what changes they have made. In some cases when I try to do this I get a message, "operation could not be completed, please try again later." I know they have made the changes, but I am not able to see the changes.
Does anyone have any suggestions on why the changes are not being highlighted? Other times the changes just don't appear. Would it matter if I created the file in Office 2007 and the people I send it file to are using an earlier version of Excel? I have keep change history set at 500 days and update changes, when the file is saved.
