Formatting Numbers

I have a spreadsheet listing all of the states and their subsequent populations. I cut and pasted some data from a website, but the numerical values I pasted are not formatted as numbers.

When I go to re-format them they are shown as "General". When I attempt to format them as "Number" it still does not work.

How can I format them as numbers? I attached the spreadsheet if it helps.
