Help on deleting the first and last digit in a cell

Hello, I need to delete the first and last digits of a particular cell and move it into a new cell.

EX:

Cell A2 has: 170004032912 another EX: 000005487966
B2 needs to be: 7000403291 needs to be: 0000548796

Please help! Thanks so much in advance!
