Excel 2007 Conditional Formatting not updating data bar...

So I wanted to use data bar (or ANY conditional formatting) on a specific cell that has a percentage but the data bars always show 50% and if I try an icon set that always show the wrong icon. I've tried changing the values to update the field and it never changes, just sits on the first icon.

    Any ideas?
