In excel 2007 can no longer use arrow keys to navigate cells

Usually when I load excel I can use my arrow keys to navigate the cells; however, this morning when I press any of the up,down, left, right arrows in excel 2007 it pans the whole screen instead.

I would like it so the arrow keys navigate cells again. I thought it may have been scroll lock but that did not fix the problem.

    Thanks
