if it's that simple
=A2&B2&C2
but that would be a text number so try
=--(A2&B2&C2)
or
=(A2&B2&C2)+0
=value(A2&B2&C2)

As outlined you don't need an IF.
If you have more than three cells etc and or multiple values and you want only the last number then use:
=LOOKUP(9.99999999999999E+307,A2:C2)
