conditions in list box

I have this excel page attached where i need to have a list box in columns F17,18,19,20.

The list box works based on the conditions or the values from cell G9,10,11,12.

eg: Since G9 is a positive value , the list box in F17 should be populated with names from D11 and D12 since the corresponding G11 and G12 are negative values.

Can this be done ?

Attach a sample workbook. Make sure there is just enough data to make it clear what is needed.
