copy/paste between two files

Hello,
I have seen similar postings with this problem but not like the one I have so I'd like to ask for my particular circumstances.

Excel 2003-sp3 on XP-sp3. I open 2 blank workbooks. I type TEST1 in a cell in the 1st file, press Ctrl-C and then try to press Ctrl-V in the 2nd file. But no data is pasted. If I open the clipboard, I can click on the object in there and select Paste and then TEST1 shows up in the cell in the 2nd file.

If I log onto this PC as myself it works fine. On my PC it works fine. I've tried disabling add-ins, and ran detect/repair (both nada).

Has anyone run into this and can offer any ideas?

What does this mean? Whose PC are you logged into, and as who, when it does it not work fine?
