Publish a chart with scrollbar as *.htm?

hi excel gurus

i am a new excel player, excel skill is limited.

i've generated an excel chart, and added a scrollbar for the chart, i desire to publish it as *.htm. but i do not know how to achieve that, seems only the chart can be published, but the scrollbar

could someone please kindly advise if it is possible and how to do so?

for your reference, i've just attached a sample excel chart which with scrollbar in this post, i want to save it as *.htm and publish it, how can i keep the scrollbar in the *.htm? thx~
