    Values not showing correctly in chart

    I have created a chart. The axes are showing correctly, but the values are not. In my spreadsheet data, I have the numeric values in the thousand format (ie: 0-1000, 1001-5000, etc.); however, in my chart, the numbers are showing as either decimals, 0, or 1. I have adjusted the settings on the value's axis, and I cannot get the values to match those of the spreadsheet! I have tried using the custom format #,##0; this does not work. I have attached the spreadsheet for reference. Any help would be appreciated!

    Charts treat any cell content that is not a number a text and as such plot it as zero.
    Exception to above is NA() formula in some charts.

    So 0 - 1000 is not a number.
