In 2003 when you double clicked on the formatting toolbar, it stayed put and one could format all the text, cells any number of times.

Do you mean the format painter (the paint brush icon)?
It does still work the same in 2007.. It is found in the extreme left section (Clipboard section) of the Home tab

Yes I mean the format painter and some other tools like the drawing toolbars that when double clicked could be used n number of times without having to click at the toolbar.
In 2007 this option is not there.
The format painter, as I said, still works the same and is found in the Home tab
As for the drawing tools go to Insert tab, select Shapes, then right-click on the shape you want and choose Lock Drawing Mode.... Press Escape to unlock.
