Can I use validation techniques to create an orderly list?

Hello I'd like to be able to do something like this with If / Then and Validation:
If a question is marked x under yes nothing happens. If it is marked x under no then the code referenced in the Cell A/S next to it will show in the report Deficiencies and Comments below. But I'd like it to show up in the next available line so that it's nice and streamlined.
Additionally, as in question 6, if the answer is Yes then nothing happens, If the answer is No then A/S 7 shows up.

Is this doable?
