    Conditional Formatting Issues

Hopefully someone can help me out on this. I have an excel sheet that I use to track a "Quota" for my golf league. Last year we had the rule of:

However many multiples of 2 you shoot over or below your last weeks quota, your quota goes up or down by 1. (ex. your quota is 20 and you shoot 22, your quota for next week would be 21. If you shoot 24, your quota for next week would be 22. Same process for shooting below your quota ex. if you shot 18 your quota for next week would be 19, or if you shot 16, your quota for next week would be 18). Quota remains unchanged for any odd numbers.

This year we are changing the rules a bit. Rule remians the same as above for any score above your quota, but you need to shoot multiples of 3 below your quota for your quota to drop 1.

I received help last year (attached sheet) but cant figure out how to modify it for the new rules.

Any help would be greatly appreciated.
