Conditional formating a row

I would like to format a row to shade to a color based on the value in a single cell in that row and apply this rule to the whole sheet. Is it possible to apply several of these rules to the same sheet?
I know I am close but can't quite get it to work. I think its the formula in the "new formatting rule" area...?

If the value in question is in A1, you would just highlight the applicable range and use the formula =$A1=10 (or whatever value) as your conditional formatting formula. You can have a good number of these rules in 2007, just remember that if you want this to be backwards compatible, only the first three rules will be carried back over. If you have any more questions, please be more specific and, if possible, attach an example.

I must be doing something wrong. It only seems to format the cell with that value.
