Excel 2010 Properties window vs. Format Control

So in Excel 2010, when you select an object and click on properties you get a window called "Format Control". This is a crapy window that has only the most basic options.

Much to my suprise, I opened a spreadsheet someone else wrote. The same type of control, click on properties, and to my amazement, I get the properties window!!!


How do I get the properties window and not the Format Control window?


I hope this isn't because one spreadsheet may have been written in a previous version of Excel...

Form controls have the Format Control dialog.
ActiveX controls have the Properties window.
