How generate different number combinations

What I must to do, if I need that excel self generate to me different combinations of numbers.

I have too much areas, what need to fill. there is always same numbers, but placed differently.

One area is 5x5 cells (total 25 cells). And I have approximately 100 same areas.
And now I need to fill all 100 areas with 25 numbers of 1 to 75.
After filling, all those areas must look different (or little bit).

May be someone can help me

its like a lottery. and I just need to test my worksheet (if I had 100 ticket).
