I want to have a spreadsheet where users are not allowed to delete or insert rows.
BUT
I do want them to be able to copy and paste rows...
Is there a way I can do this?

By the way I need it to work in 2003 and 2007
Select the rows, format the cells to Protection - untick Locked
Protect the sheet with just the two top options selected.
The users can still copy and paste rows, but not delete or insert rows.
