Changing Arrow colors with conditional formatting

I need help figuring out how to change the colors of the arrows as part of these conditional formats using excel 2007. any help would be greatly appreciated...please see attached.

You can't change the colors of the icon set symbols, as far as I'm aware.

If you need different colors than the icon sets provide, you're back to coloring the cell background, unfortunately.
