How would you enter info from a cell that has time but you also want to use text?

    How would you enter info from a cell that has time but you also want to use text?

    I want to be able to take the value from a cell which is a TIME....and input it into a cell that has text with it like this.

    Cell D2 = TIME

    Cell F4 =
    ="Called At *HERE IS WHERE THE TIME COMES IN"

    I've tried ="Called At "&D2&""

    but I get an error or a floating decimal.....any ideas?

    Rather than use a formula that destroys the underlying value, format the cell as "Called at "hh:mm
