Only Displaying Rows With Values

Hi all,

I have an set of data that I need to transpose to a client's billing sheet. I have a way of calculating the actual hours, however my problem is that the billing goes against various job stages and the client only wants to see those stages where there are hours to be charged.

The client does not want me to use any kind of filters so I've been trying to write a formula that will do the job. I've got quite close using various combinations of IF but either get all the job stages displayed or some of the job stages with gaps. Once I can get the job stages in I can use a simple VLOOKUP to pull the hours across - but just getting going is causing real problems.

I've attached a file with both the original data and a mock-up of the desired result. Hopefully it all makes senses.
