validation with drop down

Hi ,
I have a excel shhet attached where in Column L,M there is weekly site deployment,I want a drop box where in if I select from week and select Upto week then I will be getting only those week in Week ending on and No of sites planned along with No of sites actually completed.I have also given a sample in week 1 to 4 although that doesn't have a validation with drop down.

Hi,I have attached another sheet,where I have pasted the previous formulas into new cells for week ending and no of sites planned,but for No of sites actually completed,I am getting wrong result,it should be the results in column O,please advice.

Thanks it working now,but I forgot to upload the rest of the sheet,you may want to help me with the rest of the part.Here in this new spreadsheet If i select import in cell J4 it will show rows 7-14 and if I select local in cell J4 it will show row 18-26
