Formula not picking up Date as Date, but Number

I download a CSV file and copy it into Excel (see attached).

My formula picking up the date as a number and not as a date. What do I need to change within my formula or the format of my date so that this reads correctly?

I have played with the date format for 20 minutes and am getting no where.

    Help is greatly appreciated.

    Try:

    =IF(X3="DISBURSEMENT FUNDING DUE",X3&":"&TEXT(K3,"m/d/yyyy"),"")

you may have to switch the m and d if you want d/m/yyyy
Where there is a will there are many ways.
