Angry Conditional formatting from 2007 to 2003

This seems like it should be relatively simple, but I have tried everything I know to do. I use Windows 7 and Excel 2007.
I format some cell ranges with a simple conditional formula. If the value is > or = to 94.49% the font is bold blue. If the value is < 94.49% the font is bold red. The workbook is saved as 95-03 compatible, but when I email it out, and it is opened in an older version (2003 seems to be the office default) the red percentages do not show up. (normal black)
I have tried checking/unchecking stop if true, I am using the standard colors, and I have no idea what else to try.
    Any ideas?

What does it look like when the select one of those cells and go to Format|Conditional Formatting.... does it show up like you would expect?

No - the rule is totally gone when I look at it in the 2003 version.

Re: Conditional formatting from 2007 to 2003

Guess I should clarify a little - I am saving the workbook as 95-2003 .xls and when I open it on my computer it is fine, colors are there, the rules are both there. When I (or my boss) open it on a machine with Excel 2003, the red does not show and the only rule is the > or = 94.49% (blue) and that rule is the only one that shows under format/conditional formatting.
