retrieve values on multiple conditions

Dear all,
I have the following issue:

I have orders from different customers, for different materials and depending on each customer, we may have different types of packaging.
What I want is to calculate based on the total quantity ordered and the maximum pieces that fit in the largest package type and the remaining pieces that fit in the next package type, how many packages will have of each type.

The table from which I will extract the data should look like attached, if you think the data should be arranged different please advise.

Example: How many packages will have for an order from customer D, product 126, ordered quantity 259.700; customer E, product 126, ordered quantity 158.000; customer E, product 137, ordered quantity 15.000.

I can't see this information in your attachment. Can you please label the information clearly in your example and show an example (which you work out manually) from which we can develop a formula?

Sorry, but there's still a great deal that doesn't make sense, you still haven't provided:

Please remember I do not know your business or your situation at all.
