Conditional formatting a column off of a conditionally formatted cell

Is it possible to conditionally format an entire row, if one of it's cells has been conditionally formatted?

Dummybook attached to show what I have done/need.

    1. Select columns D through O.
    2. Go to Conditional Formatting Dialog box.
    3. Add the following Formula:

    ConnX,

I am still not certain how to implement this. When I click on the conditional formatting dialog box I get a list of options. I tried "New Rule"--->"Use formula to determine which cells to format," as well as "Highlight cells rule" ---> "Equals to."

Neither have worked for me thus far, where can I put this formula in?

    (Note: I have Excel v 2007)

    =D$3=$B$1 is correct
    in your sheet select D3:O17
and use formula is =D$3=$B$1 as previously shown by connexionlost.
