Excel 2007 : Copy top 10% from worksheets to a single sheet

I am trying to copy the top 10% of impacts from multiple work sheets to one sheet to be able to print report. I have attached a copy of the source (print prep) and a copy of what I would like it to look like (print source). I need to copy the tab name and the top 10 % from each tab to the new sheet.
