lookup match for highest value from 1 row and lowest in 2nd out of the 1st

I am trying to create a formula that allows me took look at two rows

    for example
    first row 5, 7, 9, 7, 9
    second row 1,2,3,1,5

I want the formula to look at the first row which is range of numbers and figure out the highest value in that row, in this case the two 9s and then determine from the numbers below them in the second row which of these is lesser in value. which would be the 3 since the 5 is the other number that would be valid.
This can be either shown via a number (1) or word (this one) or a color.

    Any help is appreciated.
    Thanks

Look at this solution and test it with more data. Worked for the data supplied.

Re: Excel 2007 formula for determining values

t7soccer, that title is not much better.

A descriptive title would be something along the lines of "lookup match for highest value"
