Count over cells and grabing text

Ive been trying to figure this out and having problems. I have a lot of data and what to write a formula that counts over 3 cells to the left and then up 2 cells and grabs the data if it the work mass is in that cell. Any help would be awesome. Thanks

Not particularly clear... a sample would generally help but if we assume the formula is say in D10
