custom formula

I have a barcode font that needs ! before and after text string to make it scanable. The reference cell (C9) has this text: T92314M. The cell with the barcode needs to reference that number and have the check characters (! & !) before and after. No matter how I try it comes up as barcode but the result does not have leading asterisk or ending one.

Current formula =TEXT(C9,"!T00!") please anyone help..I'm on the edge

="!"&C9&"!"
