trying to create a formula. HELP would be greatly appreciated

What I have is a self created data base. I have two columns that i need to include in this formula. One of the columns has names(column A, range=B2:B156) and the other has numbers (Column B, range=E2,E156). I need the formula to detect specific names in column A while counting numbers in the same row from column B.
